2026 SPRING CLEAN-UP
Wednesday Trash Collection at the Town Recycling Center will begin April 22nd for the season.
- Spring Clean-up for TOWN residents will begin April 27th.
- The non-refundable cost will be $35 per household- same rate as the past few years.
- SIGN UP -NO LATER THAN Thursday, April 23rd at the Town Clerk’s Office,11:30 AM
- All items must be out by the road no later than Monday morning, April 27th.
- Please put debris in separate piles and break down large bulky items.
- Cut rolled carpet, lumber, etc into sections not over 4 feet in length.
- Scrap Metal, scrap wood/lumber, furniture, carpet, appliances, mattresses, construction debris, brush, bricks, concrete blocks, 5-gal pails, totes, and any large plastic items.
- No recyclables, household garbage, tires, fluorescent bulbs, motor oil, or electronics. These items can be taken to the Town Recycling Center on Wednesdays 2pm-7pm, or Saturday 8am – Noon and dropped off for a nominal fee.
- Anything not on the list of acceptable items for pick up will not be taken and the Town reserves the right to refuse to pick up if recyclable items are mixed in with acceptable items.

North Jefferson Improvement Association recently launched the Vacant Rental Program (VRP), which provides grants of up to $75,000 per unit to help property owners rehabilitate vacant rental spaces and return them to safe, quality housing.
Even a small number of vacant or underutilized units can have an impact on a community. This program is designed to help bring those spaces back into use, supporting local housing availability, strengthening neighborhoods, and assisting property owners who may not otherwise have the resources to make needed improvements. |
Townwide property revaluation update-
The proposed real property revaluation has been accepted by Jefferson County and is now under review by New York State. As you may be aware, the Town of Philadelphia hasn’t had a townwide revaluation since 2008 and the equalization rate (calculated by NYS) has dipped to 70%. This means properties are, on average, assessed at 70% of their market value and the intent of the revaluation is to bring that to 100%. But remember, as property values increase, the Town’s tax rate will decrease. As townships go through the revaluation process, New York State is seeking a commitment to repeat this process every 4-5 years so statewide data will be more recent, and towns won’t lag several years behind. Recurring revaluations will also keep data current for our share of sales tax revenue, and revenue generated by several NY State programs.
We run an efficient town, and we strive to keep the “Town portion” of your tax bill affordable. When you review your property tax bill, please keep in mind other entities apply taxes to your tax bill- Jefferson County, Philadelphia Fire District, and Indian River Ambulance (District). These entities have their own governing boards and are outside the control of the Town Board.
Property owners can expect more specific information on their property’s revaluation in March 2026.

Jefferson County to Launch Public Transit System
Jefferson County is getting ready to launch its first countywide public bus system, a major step toward improving transportation access across the region. The buses arrived in early March and are now undergoing registration, inspections, and final preparations, with service expected to begin in mid-May. The new system will connect rural communities to Watertown and other key destinations through four main routes serving the northern, southern, east–west, and Thousand Islands areas. Routes will operate in a hub-and spoke format centered on Watertown, with stops near major destinations such as workplaces, Jefferson Community College, medical offices, and shopping areas. Reliable transportation has long been a challenge for many residents, particularly in rural parts of the county. The new bus network is designed to help close that gap by providing a consistent and accessible option for reaching jobs, services, and everyday destinations. The project is funded primarily through the Federal Transit Administration’s Section 5311 Rural Area Formula Grant Program, with additional support from state and local partners. Jefferson County has partnered with The ARC Jefferson–St. Lawrence to operate the system, while staff in the Jefferson County Department of Planning and Community Development will oversee the system’s operations and broader mobility management efforts across the county.
